Combine the broth, Tamari, rice vinegar, hoisin sauce, sugar, garlic, ginger and red pepper flakes and arrowroot powder in a small bowl and whisk together until combined.
Place the sesame oil in a large skillet over medium heat. Once hot, add the shrimp and cook for 1 minute per side.
